I’ve been working on posting neighborhood stats for the Lake Oswego neighborhoods.  For the most part, all the neighborhoods I’ve posted have shown improvements in 2011, except for the Palisades neighbodhood which I posted the other day.  Palisades was the opposite, 2009 and 2010 were better years and saw declining values in 2011.

Mt. Park also showed declining prices in 2011.  Comparing the last three years, 2009 was a better year for Mt. Park sales.

Mt. Park was Lake Oswego’s first P.U.D. (Planned Unit Development) and features townhouses, condos, attached dwellings and single-family houses for sale.  Part of Mt. Park is in Clackamas County and the northern end is in Multnomah County.

There’s been a lot of debate and discussion lately whether to make Oswego Lake available for public access. The City of Lake Oswego currently has other Lake Oswego Real Estate Oswego Lake Public Or Private.allaboutlakeoswegorealestate.comcontroversial issues under consideration, now this one too.

Lake Oswego Real Estate Oswego Lake Public Or Private

The Lake Oswego Planning Commission will give residents a chance to weigh in on whether the city should pursue public access to the 415-acre Oswego Lake, disagreeing with a subcommittee’s recommendation against addressing the issue.

Oswego Lake is a 415-acre lake used by at least 800 registered boaters. But officially, Oswego Lake is non-navigable and that keeps outsiders off the water.

When Oregon gained statehood in 1859, the state assumed ownership of all land underlying navigable waterways, setting up a conflict with property owners who surround Oswego Lake and continue to claim it as their own. Landowners have since enlarged the lake and strengthened their legal position. In 1976, then-U.S. Sen. Mark Hatfield won approval of federal legislation declaring the lake non-navigable.

Public Hearing Regarding Public Or Private

The City Council will discuss lake access at their Council Meeting February 20, 2012 at 6 p.m.  In addition, there is a public hearing scheduled for Feb. 27 at 6:30 p.m. at City Hall 380 A Ave. in Lake Oswego as part of an update to the city’s comprehensive plan, which also includes discussions on recreation and Oswego Lake access.

The 2035 project will follow three standard phases for planning processes, which address the following community questions:

     Where are we now?  What are the existing conditions, what has changed since we last updated our plan, what does the community value?

     Where are we going?  What are the trends, what would Lake Oswego look like if we did not help to direct change in a positive way for future generations?

     Where do we want to be? What does the community want Lake Oswego to be in 2035 and beyond?

     How do we get there?  How do we accomplish this vision – what land use changes may be needed and what are the specific goals, policies and steps (including priorities + funding mechanism) necessary to realize the community’s desired future?

Access To Oswego Lake

Lakefront and nearby property owners currently control access to the lake through a complex system of easements and shareholder dues.

The Lake Corporation owns 20 lakeside properties, easements, that supply deeded lake access privileges to over 3,000 homeowners. Each easement is governed by its own individual set of by-laws and has its own volunteer board of directors. Facilities and rate structures vary from easement to easement.

However, critics claim the state’s sovereign rights to the water obligates the city to seek making the entire lake public.

No Access To Oswego Lake

As a property owner in Lake Oswego, I only have access to one swim park, i.e. the Lake Grove Swim Park. As such each time I go there I need to show my i.d. as to where my current residence is to allow me access to the swim park. The majority of us living in Lake Oswego don’t have access to the lake.

One of my old history books I have about Lake Oswego indicates the lake wasn’t always private. However, today Lake Oswego retains a high real estate value for two reasons, its schools and exclusivity (definition: excluding some or most, as from membership or participation) of Oswego Lake.

I do feel Lake Oswego real estate values will be affected if Oswego Lake is open to the public. There is a premium paid for living on the lake and having lake access. As to whether the lake should be open or not, fortunately, I’m not the one making that decision.  However, if the decision is in favor of the public it will, in my opinion, be opening a can of worms.

Lake Oswego is still a buyers market at 7.8 months of inventory as of the January 2012 RMLS™ Market Action Report.

However, inventory has been dwindling since last year.  We are at the lowest levels of inventory since May 2010, affordability since 2004, and sale prices at 2005 levels.  Those who are still on the fence, may want to rethink that position and get out and buy that home of their dreams today as these conditions won’t last forever.

Marylhurst had yet different results.  The past three years have shown steadily declining prices for the Marylhurst neighborhood with 2011 being the worse.  You could buy more of a house in Marylhurst in 2011 than you could in 2009 or 2010.

However, it is understandable because Marylhurst is a higher-end, executive-type neighborhood with larger homes.  The homes in Marylhurst are newer than some of the other neighborhoods in Lake Oswego and most likely got “bit” with foreclosures as homes were most likely purchased at higher prices during the housing boom.

Here are the stats specifically related to the Lake Oswego/West Linn real estate markets for January 2012.

  • 601 active Lake Oswego/West Linn properties for sale December 2011/January 2012 had 589
  • There were 103 new listings in Lake Oswego/West Linn for December 2011/January 2012 had 153
  • 128 properties did not sell in Lake Oswego/West Linn and were either expired listings and/or withdrawn from the market in December 2011/January 2012 had 87
  • 84 properties went pending in December 2011 for Lake Oswego/West Linn/January 2012 had 97
  • Pending sales in Lake Oswego/West Linn increased 9.4% from December 2010 to December 2011/ January 2011 to January 2012 had 12.8%
  • 104 Lake Oswego/West Linn properties sold and closed during December 2011/January 2012 had 75
  • The average sale price was $456,200 for Lake Oswego/West Linn in December 2011/ January 2012 was $364,800
  • The average time it took a Lake Oswego/West Linn property to sell and close was 166 days on the market December 2011/in January 2012 it was 176 days
  • Average sale price % change for Lake Oswego/West Linn was -1.4% in December 2011/January 2012 -1.3%
  • There is currently a 7.8 month supply of homes for sale in Lake Oswego/West Linn which is a marked improvement from 9.8 months in October 2011. However, it is still a buyers market in Lake Oswego/West Linn. Under 7 months makes it a balanced real estate market and under 5 months would make it a seller’s market

Officials from the City of Lake Oswego have a new interactive property mapping application available on their website.

The new Lake Oswego mapping application aims to create an easy to use interface to simply and quickly access spatial information about the City of Lake Oswego.

Several highlights of include:

  • Users can search by address, owner name, tax lot number or intersection and the map will zoom to the selected location.
  • Users have the option to turn on and off a number of layers, including contours, zoning, utilities, flood plain, boundaries and many more.
  • Aerial photography can easily be viewed with a simple slider.
  • Users may click on a parcel to obtain information about the property, including zoning, neighborhood association, sensitive lands, assessor information and much more.
  • Users have the option to click on the map to easily access a county tax map, a perspective view from Bing Maps, a Google Streetview or a printable property report.
  • In addition to the basic property map, users may also view a zoning map, neighborhood association map, comprehensive plan map, wastewater collection map, surface water management map or municipal water map by either changing from one map to another from within the application or accessing the map directly from links on the City’s website

Lake Oswego Real Estate Palisades Neighborhood Stats

There had been a common thread I’ve noticed posting the Lake Oswego neighborhood stats until Palisades. 2010 was not a good year for Lake Oswego real estate pretty much across the board except for Palisades.  All the other neighborhood stats showed 2009 as being the worst year with improvement by 2011.  In fact the opposite was true for Palisades. That hadn’t been the case so far in the other neighborhood stats I’ve posted.  Palisades seemed to have held up better two of out of the three years but had a considerable decrease in prices in 2011.

Throughout much of this recession, Lake Oswego has consistently had the highest number of homes for sale compared to other Portland real estate markets. However, at year’s end 2011, as noted in a post the other day, inventory levels have fallen to what is considered a balanced real estate market favoring both buyers and sellers in Lake Oswego.

I will continue to post Lake Oswego real estate neighborhood stats in upcoming posts.
